最近发现有个问题，想请教大家：
某个主页面使用了SSI：Server Side Include技术， include 了多个文件。

近期发现在加载include的文件时出现了500错误，从error日志中发现openresty发起一个子请求访问存放在本地目录的文件时报错，11: Resource temporarily unavailable

并不是每次请求都会出现该错误，多数情况下include的页面都能正常显示，但最近错误的情况出现频率较高。
想请教大家这是什么原因造成的？ 需要做哪些调整？ 谢谢！
openresty 版本：nginx version: openresty/1.13.6.1

openresty的error log：主页面是a.shtml，include 1.shtml文件
